Your countersignatory must: have known you (or the adult who signed the form if the passport is for a child under 16) for at least 2 years. be able to identify you, for example they’re a friend, neighbour or colleague (not just someone who knows you professionally)
Can a taxi driver sign my passport?
Anyone who has a UK passport can sign, what about one of your friends/neighbours? We got our driver at work to sign ours. Whoever signs it is supposed to have known you for at least 2 years, so no-one on here can.

The DLAs accept U.S. passports as identity documents. For a Jurisdiction to check that a U.S. passport is not fraudulent, the Jurisdiction may electronically verify via USPVS that the Passport Number and Date of Birth on the passport matches the electronic record of the passport, recorded in the U.S. government files.
